February 2 Community Board 7 resolution voted 37 in favor and 2 against among other things expressing support for the pedicab industry: "Community Board7/Manhattan, also strongly opposes adoption of the provision in the intro that would ban pedicabs in Central Park south of 86th Street without the opportunity for public debate on this question." It's January, 2016, but it feels like 2005 all over again. In 2014, the Chair of The Consumer Affairs Committee of City Council said the following regarding Intro 573 (which was not passed) regarding a proposal to ban carriage horses: "It is our responsibility to ensure, of course, that the horses are safe. That is why five years ago we passed a legislation to make sure that they are heavily regulated. The accusations against the iconic industry just do not stand up to scrutiny. We look forward to a spirited debate, but I also hope we can soon move on past this misguided bill, and continue working on creating good paying jobs." The New York Times reporter Michael Grynbaum aptly describes our industry...lightly regulated and relatively disorganized. Proposed carriage deal cynically steals the livelihood away from hundreds of pedicab drivers. Will the city offer them pensions?

NY1 reports on deal just reached by Mayor's office and the representatives of the carriage trade that among other provisions, effective June 2016, would essentially ban pedicabs from all of the most popular passenger destinations in the Park, relegating the drivers to climb arduous hills far from where they find their livelihood today. State Department announcement in early 2011 explicitly prohibiting j-1 visa students from operating pedicabs, rolling chairs (e.g., Atlantic City) and for hire vehicles in the U.S., conveniently ignored by NYC.

NYCPOA writes to NY State Attorney General's office to ask whether DCA has the authority to screen pedicab driver applications, upon renewal, and flag those that one year later still present a foreign license rather than a NY State motor vehicle license (since the applicant obviously is residing in NY).
